Who will drive this more going forward?

There is no clear indication as to who would drive this discussion in Mexico (Nov 2010) and in future. One thought is that powerful countries such as USA or Europe may drive it and other thought is developing nations such as China and India may be the ones giving these negotiations a direction going forward
