One important thing that every business wants is insurance and liability. In case something happens like equipment failure or hacker attack due to a vulnerability of the software, people want to have someone that will be held liable. However, due to the nature of fragility of the software industry, it is pretty hard to impose liability laws. John Clarke, a Whitehouse cyber security advisor compared it to the asbestos industry, which went bankrupt because of these liability laws. If the same thing would be true in the software industry, it will most likely go bankrupt in a matter of days. And it has become a crucial part in the development of the human kind in almost every field of study.
