Is public transport in NL private?

The government takes out tenders / concessions for operation of public transport. The assets are transferred to the operator with the tender specifying terms of operation. Fares are set by the government in all cases. Rail operation is largely public with some areas under private operation.Tenders are decided by taking all considerations into account but major focus is on price. Hence, the government needs to control quality.
