How much is the income from taxation of fossil fuels a negative stimulus for governments to stimulate the change?

North West European governments subsidising many projects in alternative enegry technologies. It is not likely thatthey try to discourage new develpments to protect their tax income form fossile fuels. From a strategic standpoint all major economies want to reduce their dependance on oil. This is much more important to the tax income on fuel.
