If scanning through the national booking budget, we will find the investment in education is far behind the investment in industry, agriculture, military and other social problems. Even in the US, it is just from the Clinton Government that national investment in building basic IT-Infrastructure for education was recognized and put on schedule. Thus, we can assume that in the following 15 years, if world security is not in the situation of deterioration as it is today and global economy is still keep an upturn development,government may be able to put their spare money on education.
