View source for Could an agreement upon GHG reduction be reached outside of the UN (UNFCCC)? (I.e. within the context of another group of countries.)

From the point of view of the Dutch representatives in the climate conferences, the UN will remain the final decision body in this respect. However, what could enhance or speed up the negotiations are bigger catastrophes like the currently occurred in China could lead to some countries urging for fast decisions. This they could agree upon e.g. in the context of the G7 or only some (but then important) players. After they could come to an agreement on GHG reductions on this level, they would push it through probably on the next higher level, e.g. the G20 states. And in the end it would still be the G77 (the climate conference � members) where these initiators will have to push it through to make it globally binding.<br><br>
So in the near future we don�t see another platform where climate issues could be agreed upon on a global level.
