How the office opening hour related to the traffic jams?

The nine to five lifestyle dominates the office working hours globally. According to the Roads and Transport Authority, 30% decrease in traffic congestion, especially during peak hours if flexible working hours are adopted by both the private and public sectors, particularly in the urban city.
