Levy fees based on connection time or on the amounts of packets to subscribers instead of flat rates.

Enablers:

Most of ISP. DSL service providers. KT. Hanaro. Dacom. etc.

Inhibitors:

Korean Broadcasting Commission. Broadcasting industry. They are afraid of losing market. The broadcasting commission had argued that the IP-based television should be operated within the legal boundaries of the new multimedia services such as digital cable television services.

Paradigms:

If WiBro cannot help but deploy the pay-as-you-go system, it will not attract many audiences, who want unlimited Web access from WiBro.

WiBro, based on pay-per-use pricing, is similar to the current wireless Internet provided by mobile handsets although the former promises faster data transmission speeds and lower prices.
