Increasing institutional & bureaucratic within the European Union can lead to formation of an ever stronger EU. The EU will work towards creating a stronger EU to gain more power. This is the current trend in EU when EU tried to establish the European Constitution.
On the other hand, Institutional & Bureaucratic Dynamics can lead to a weaker EU. Member states and foreign countries have complained about the bureaucracy of the EU. If the EU continues to add to it's bureaucratic burden it could mean that member states do not see the value in the Union when their competitiveness compared to other countries goes down.
