Cyber warfare technologies most of the time are software products, which can be developed anywhere. Research has been focused on technologies that exclude humans from the battlefield or aid human activities (e.g. SWORD, RAPTOR). It is hard pinpoint particular institutes just because if they are developing any pieces of software it is will under ‘secret’ restrictions.
