Different mind-set: the US has made democracy a goal of American foreign policy; Russia’s political system is becoming steadily more authoritarian. The US has worried that Russia has used energy exports as a policy weapon high global prices for oil, Russia's top export, it began fighting back, reheating Cold War-era anti-Western rhetoric
