The post-Kyoto economy of Russia
Describe
Russia has become the world’s largest exporter of natural gas, the second largest oil exporter, and the third largest energy consumer. Russia’s economic growth significantly depends on the demand for carbon-based fuel. Energy prices have a crucial indirect impact on the economy through wage developments and consumption. After ratified the Kyoto Protocol, Russia has considerable room to increase emissions prior to 2012 before it will exceed its Kyoto emissions targets. Russia also can sell its excess credits or attract investment designed to further reduce emissions. The Kyoto Protocol was never seen as an environmental pact in Russia, but rather as a means of gaining economic and political benefits.
Enablers
The implementation of the Kyoto Protocol will contribute to the restructuring and modernization of the Russian energy sector.
By achieved benefits from international partners.
Further modernization of the economy could help to sustain its growth, while emissions would decline.
Inhibitors
Protocol scientifically unsound, inefficient for meeting the Convention goal, and harmful for the Russian economy.
