Cyber riot is a newly coined term, which became famous since the “Estonian cyber war”, which most people interpret as a riot rather than war.
This is so mainly because of the motive, since Estonia wanted to relocate a soviet era memorial of fallen soldiers. At first there were riots on the streets, but then they moved onto the cyberspace and as a result the whole Internet traffic of Estonia collapsed.
These attacks that we here refer to as cyber riots are mentioned because they provide the possibility for a population to successfully riot against something independent of physical location.
