International cooperation in energy fields can take numerous forms. Whether it's about the Kyoto protocol or similar agreements or about establishing regional cooperation or global cooperation such measures can ensure:
- reduction of green house gas emissions;
- sustainable energy policy of the participating countries;
- transfer of technology from more advanced countries;
- improved long term energy efficiency;
- equitable distribution of energy resources;
Enablers
- Democratic leadership that focuses on sustainable development;
- Worsening of global warming;
- Pressure from environmental movements and lobbyists;

Inhibitors
- Nationalistic government;
- Increasing scarcity of energy resources compared to global demand;
- Slow acceleration of global warming;
- Low appeal of environmentalists;
- Too fast growth of BRIC;
Paradigms
- Old paradigm: National energy security counts most;
- New paradigm: Global sustainable energy security is the only way.
