With the spreading of capitalism since 19th century, a big part of the investment comes from private investors who understand that by innovating the company will be able to be more profitable and therefore give them a return on the investment. Company innovation has no limit as soon as it satisfies the condition of return on investment and that it respects regulations. With the idea of self-regulating market, governments try to lower the fields they regulate and as a consequence give more freedom to innovation.
