Description:

National governament cannot control anymore the physical boundaries that are falling off: thorugh globalization nations are more and more interconnected and interpependent boosting trade of goods and migration of people. In fact local governament are loosing power in favour of global organizations, multinationals or continental structure (e.g. EEC, Arab common market). The form of control on internet becomes one of the most important way not only to reaffirm local power but also to guarantee the maintenance and the security of this strategic asset (internet has become already the main infrastructure for business and for all basic service provided). control of internet is also required to prevent its use for terroristic pourpose ("Al-Qaida" TV is already available through internet, without the need of any approval and bypassing any restriction) and to avoid to be used as the platform for communication among different terrorist "cells", spread in different part of the world.
