What is brick wall for Dutch mobility?

We consider brick wall for Dutch mobility to be bumper to bumper jam throughout all the roads in Netherlands. This is approximating that cars are not moving at all or at negligible speed. To calculate the point where the saturation comes we divide the number of kilometers of Dutch roads by the total number of cars. Assuming average width of roads to be 2 lanes and with 1 car traveling in 1 lane, 1 km of road has 2000 sq m of space for cars. Considering length of a car to be 4 m average, it means 1 km can have (2000/4) 500 cars bumper to bumper.
