Description

NGOs have the power to increase public awareness about specific issue and influence government’s actions. With its actions NGOs can limit the power of proprietary software and enable development of open-source software.

Globalization results in increasing connection of organizations around the globe. Thus, NGO’s decision on promoting certain type of software might be based on what was (is) happening in this field in other countries/organizations.

  • Internet

Internet enables practically immediate exchange of information. If NGOs believe that it is too risky to become reliant upon a handful of vendors for information technologies, this message can be send across to public immediately.

  • Software industry concentration

Further software industry concentration can result in fear of too big monopolies. This would motivate NGOs to promote open source software.


Inhibitors

All the forces acting as enablers for NGOs increasing awareness of society about software industry can act as disablers too, under certain condition. For example:

  • Internet

Internet enables immediate exchange of information, resulting in concerns about security of information. If open source software proves to be less secure than proprietary, NGOs can start campaign warning people about lack of security, thus inhibiting use of open source software.
