The Kyoto Protocol intended to thwart global warming was ratified by Russia in November 2004 and will come into force in February 2005.  
Currently, China is pushing for urbanization as part of its modernization bid.
Based on this agreement, greenhouse gases emission trading would be intensified soon. This might be able to create new market in terms of business as well as Internet. Internet can support this either by the media of trading emissions directly or the means of reducing emissions.
If the rich-poor gap continues to grow, it will hinder the development of Chinese cities.  
This will get the below problems
1) A widening gap between the rich and poor in cities may result in a multi-level urban society
    and cause confrontation between different groups.
2) The problem could breed more unstable factors which could endanger social stability and
    public security.

Description:
