How the negotiations are being pursued by different parties and who are the major parties trying to slow down the proccess?

Developing countries such as China and India, OPEC countries, and mainly U.S. are going against restriction suggested in Kyoto protocol. For U.S. it does not seem that they will change their position in the future.
