The Waiting Game
There is a crisis. After twenty years, the international agreement to reduce the emission of green house gases has expired. Interim studies have shown that no positive and significant environmental effects were achieved by the Kyoto protocol. The European Union has spent over one hundred billion euros and was the most outspoken proponent of this initiative. Studies released by NASA show the steadily increasing temperature of the sun is the primary reason for the melting of the ice caps and the global warming phenomenon. With hard data in hand, scientists around the world concede the ineffectiveness of the protocol. The European Space Agency launches BrightStarI satellite towards the sun to obtain more conclusive results. Europe is once again playing catch up.

The protocol did have positive aspects. The billions spent were on green parks, eco friendly buildings, sound transportation infrastructure, and a public trained in energy conservation. In 2009, Europe faces the most critical challenge. A collapsing ice cap near Greenland produces an underwater wave comparable to a tsunami. The New Waterway barrier in the Netherlands is breached when the four meter high waves strike. The western part of Holland along the North Sea is underwater. Millions are displaced.

Public workspaces are supported by technological convergence of mobile operators around the world. Vodaphone acquires Verizon Wireless in the United States. UMTS II standard is rolled out in Europe as a safer alternative to the current UMTS. With no significant costs for the changes, the thirty billion investment is saved. Nokia and Sony Ericcson release handsets, which rival the capabilities of laptop computers. The abundant network bandwidth allows for video phone conversations to be the norm. Teleco operators slash prices to gain customers in a stagnant European market.

The European Union fails to arrive at an agreement for a unified workforce. Individual member governments set their own laws governing the employment of cheaper eastern workers. With pressure from the public, no new labor legislation limiting worker rights is passed. European businesses become very uncompetitive as their ability to quickly adapt to market changes is negatively affected by labor laws. Major companies set a employment freeze. Contract based employment becomes the norm.

Businesses push for labor market reform. European parliament is too busy dealing with issues of unity and the labor situation remains the same. Companies introduce new business models. The technology is ready for complete virtual organizations to exist. The headquarters of a company is only a mailbox. Software as a service allows for virtual organizations to operate without any infrastructure. Meetings take place virtually.

With all of the technology ready, Europeans are not able to adjust to the changing demands of business. The current lifestyle interferes with the realities of virtual organizations. However, the younger generation is the driver for change. English language education is rolled out starting in kinder garden in all European member states. The Dutch embrace the virtual workspace model from the onset. Faced with a catastrophic disaster, the government operates very efficiently to restore the economy and improve the quality of life. Will it take a disaster in all of Europe for changes to take place?
SvdBelthttps://www.scenariothinking.org/index.php?title=The_Waiting_Game&diff=17379The Waiting Game2006-05-15T09:48:21Z
SvdBelt:

Developments
Politics
Since the elections for creating a constitution for the European Union has been rejected, Europe has been going through a dissolving process. National governments are out for interest for their own countries. As a result national governments are putting limits to their foreign investments.
In France and Germany strong left-wing parties win the elections, while in the United Kingdom the Labour party suffers from an historic loss. This reinforces the nationalistic behaviour within several countries, which gives the unions more power. As a result labour laws remain strict and the socialist are insisting on trade barriers. Eventually the spending patterns and measures of the socialistic movement causes a less flexible Europe and the new Eastern state members are seriously considering to join the Russian free trade zone.

Economy
The economical growth is declining throughout Europe. Businesses are struggling to remain competitive in the global market which gives Asian companies with China up front to knock on the porch to enter the European market. Because of the deteriorating economy and the low liberalization of labour laws, European business are reluctant to invest in business innovations. Large global corporations are experiencing fierce competition from smaller national companies, because they’re unable to draw up more competitive contracts with the unions. As a result small adaptive entrepreneurship flourishes on a national level.

Society
The society is getting more flexible. Teleworking has become very popular in European countries. Despite a difference in opinion, some people are now ready for taking it to the next level. While the blue collar workforce is advocating many of the measures of the government, the white collar workforce is becoming increasingly mobile, individualistic, demanding and informed.

Technology
The technology is improving at a consistent pace. Technological convergence is enabled, because major technological developments have been standardized. A new wireless network has been developed and in major cities it becomes available everywhere. It also enables stable connections while moving in cars or trains.
Despite the many developments and improvements security remains an issue to handle for many companies.

Environment
The environment remains as it is. No major developments have been achieved in reducing the CO2 emissions. The European government keeps pushing society and businesses with all kinds of regulation, but it remains ineffective.

Story
Europe is deteriorating. After the French and Dutch nations have rejected the European constitution, national governments don’t foresee a bright future with the way Europe has been planning to move to. Therefore they decide to focus more on their domestic problems and future. The European citizens who seem to have shown a clear sign to the politics with which directions their countries should go with, have started a social movement all over Europe. In the United Kingdom the Labour party suffers from an historical loss and in Germany and France the citizens have elected strong left-wing governments. The new socialists are insisting on putting back the trade barriers into place and despite of the previous developments of opening the labour market it becomes even stricter as before.
All the developments in Europe has been the cause of a declining economy. Because of their nationalistic behaviour national governments are putting limits to foreign investments, which only reinforces the declining spiral of the economy. The new East European state members are starting to lobby to enter the Russian free trade zone.

The global business arena is also changing. The Asian markets are flourishing as never before and because the European businesses are struggling to remain competitive, Asian companies, with China in front, are knocking on Europe’s porch to enter the market. Especially the large multinational corporations are becoming the victim of the new developments in the European market. Massive layoffs have been the result of this at Philips, Daimler Chrysler and SAP. The multinationals are being attacked from two sides. Besides the Asian wave, small national companies have been flourishing. These small entrepreneurial companies are better able to adapt to the new circumstances.

The environment is remaining stable. There haven’t been any revolutionary developments in reducing CO2 emissions and governments are continuing to push society and businesses with designing new regulations in order to improve the situation. Investments in public transport are paying off. The trend to move with public transport is increasing and the car usage is slightly decreasing. Especially the high speed rail network is popular with business people.

The mobile market is being dominated by Vodafone and T-Mobile. There have been a lot of technological developments of mobile communication lately. Wireless networks are growing at a high pace, especially in the major cities where a lot of public access points are available. Hardware manufacturers are adapting to global standards. With standardized equipment in place the workforce is becoming more mobile. However companies are still hesitating, mainly because good security remains a big issue to handle for companies.

The workforce seem to pursue different directions. The blue collar workforce is advocating many of the new measures of the government, which leads to a more traditional working environment. On the contrary is the white collar workforce is becoming increasingly mobile, individualistic, demanding and informed which causes a change towards a more flexible society. Where teleworking has been very popular in Europe, the workforce seems to be confident to take it to the next level, but since Europe, businesses and even the unions are preventing this, it doesn’t happen.

The workspace more or less remains as it is. Despite the fact that the workforce is becoming more mobile, companies are not ready for a business innovation.
SvdBelthttps://www.scenariothinking.org/index.php?title=People_are_ready,_business_/_Europe_is_not&diff=15821People are ready, business / Europe is not2006-05-06T18:37:57Z
SvdBelt:

Stories / possible developments
* Europe flourishes due to the competative work environment.
* Margers and acquisitions as companies wish to impose their technology standard on the industry.
* Oracle purchases SAP to obtain strong foothold in the lucrative European market.
* Foreign investment is at an all time high as the EU economy grows.
* Fight for greater share of the marketplace decreases prices.
* Russia joins the European union as high liberization of the job marketproduces more jobs.

* The EU finally fully opens it labour market to the new 10 former east-european member states
* the use of new cheap labour and highly motivated workers in the "old europe" has a positive effect on its people and the european economy in general, causing strong growth
* talks about membership are started again with croatia, serbia (after the extradiction of Karadzic and Mladic), bosnia and herzegovina, turkey, the ukraine, and georgia
* russia is allowed in during important round tables of eu and national officials
* the fast movements in the mobile market cause different strategic decisions of european telcos regarding mobile standards
* this is being enhanced by the takeover of telenor and teliasonera by NTT docomo who know has almost the entire scandinavian market and plans to expand to the rest of europe using new advanced japanese hsdpa-based technology
* after the surprising election of a new liberal president following all kind of electoral struggling in the usa, and the expansion of the bolivian-venazuelan-cuban socialist pact in latin america the EU plans to create a more integrated foreign policy, creating the stepstone to more integration
* although many new workers from eastern europe come to work in the west, western workers (apart from the entrepeneurs) are hesistant to leave their home place, while not being enforced to do so by the static organisations as well

Jasper
* A new road-pricing (pay-as-you-drive) law is being accepted by many members of the EU which causes decrease in car usage throughout Europe.
* After years of protest against nuclear energy by environmentalists, a new European law is accepted which prohibit the use of nuclear power throughout Europe.
* As a direct result of the previous two factors the environment shows signs of improvement.

*Employment regulation will change towards more flexible work, that can be carried out collaboratively at anytime and anyplace.
*When people (businesses) are not ready there won’t be happening much in the area of the corporate workspace. Ultimately, corporations need evidence that a high mobile workforce and mobility will lead in doing better business. Can corporations organise themselves around people that to are working from anywhere, anytime, and will that increase work quality, time-to-market, etc.? Because of all technological innovations the world already has become “smaller”, for the next years ahead the benefits of physical contact will also prevail above working from anywhere anytime.

Stories / possible developments
* People are ready for a change as the society is more flexible, and the the state of the economy continues to slip.
* EU governments are bogged down by politicians who are out for intrests of their particular country due to the dissolving state of the EU.
* Businesses are hesitant to innovate and invest as legislation is stuck in first gear due to the low liberalization of labor laws.
* Low economic growth is seen across the board.
* Nationalistic governments limit foreign investment.
* Large multinationals struggle as fierce competition from smaller rivals increases. Unable to draw up more competetive contracts with unions, small adaptive enterpreneurships flourish.
* Massive layoffs at Phillips, Daimler Benz and SAP.
* Galileo space program falls apart as control cannot be agreed upon. Germany wants to retain majority share and increase control in the program, and causes EU countries to withdraw their contributions.
* Britain exits from the EU. Transfer payments and unfair portions of agricultular subsidies are paid out of Britains expense. Britain expends ties with America.

Arjan
* Strong left-wing governments win elections in france and germany, while Labour has a historic loss in the UK
* This unravels strong nationalistic labour forces within several countries, with more power for the unions again.
* This results in the upkeeping of strict labour laws and a dissolving state of the EU
* eventually the spending patterns and measures of the socialis movement causes a less flexible EU and organisation (under pressure of socialist movements and the unions), bringing economic growth to a halt
* while the blue collar workforce is advocating many of the measures of the government the white collar workforce is becoming increasingly mobile, individualistic, demanding, and informed, causing a change towards a more flexible society
* while european businesses struggle to become more competitive the asian (china) corporations are knocking on the porch of Europe's market
* the socialists are brining europe into a deadlock by insisting on trade barriers
* this causes further deterioration of the economy, while the new eastern member states seriously considder to join the russian led free trade zone in the area of independent states

Jasper
* Many companies in the air traffic industry report record high turnovers and seem to finally have overcome the slughish years
* A new wireless network is being launched and wireless internet is available everywhere. This new network also enables stable connections while moving (e.g. in cars/trains)
* Because of the troubling state of the EU, many Asian economies switch to the Dollar as the main trade currency, which consequently leads to a huge decline of the value of the EURO. The Dollar becomes the #1 currency again.

*Europe is becoming one virtual workspace, physical mobility for corporate purpose diminish, European borders and legislation is gaining less importance due to the corporate trend towards the next (21st) organisation structure, virtual organisations.

The 'knowledge economy' in which we currently live has a great impact on how business operates and will operate in the future. Companies are more and more competing on knowledge, rather than on production. This implies that the people of a company have become the company's competitive advantage.
In day to day operations it is required to set different groups of people together to solve a specific problem with the specific knowledge of that group. When they're finished they move on the the next problem in a different group.

Organisations are adapting to these developments. Instead of keeping traditional hierarchies, companies are adapting more and more to networked structures, as they need more flexibility. Companies are building 'knowledge networks' in order to achieve success.
A networked organisational structure also requires a new approach on leadership. The focus will be less on the expertise in a particular business area, but rather more on their ability to build teams and networks that will achieve the desired results.
SvdBelthttps://www.scenariothinking.org/index.php?title=How_will_a_future_workspace_change_the_organisational_hierarchy%3F&diff=10864How will a future workspace change the organisational hierarchy?2006-03-27T19:29:34Z
SvdBelt:

This issue can be solved by software systems. System like SAP are already capable of assigning tasks to specific teams and employees. Whenever employees start working, they just log on to their profiles and start on the tasks that the system provides them to do. The system is able to keep track of the work of an entire workforce and it provides information about employee productivity to the responsible manager. By setting standards about productivity a manager can manage his employees to increase productivity.

In fact, by integrating human resource systems a manager has insight into staff availability, skills and resource use. Systems as SAP are capable of generating information on how to optimize operational performance based on all the variables that the system keeps track off. When employee productivity falls behind standards, the system will be able to provide training proposals and relevant evaluations, in order to improve their skills.

An interesting question is to what extent the future workspace will influence the relationships between clients and employees and between colleques theirselves. On the one hand you could argue that personal contact is an very important element in doing business and that will most likely not dissapear.
On the other hand there are also developments in business that personal contact has been almost eliminated. Take the banking environment; personal contact and the telephone used to be the main interface to deliver services to consumers. Nowadays this has been completely transformed in an online environment.

ICT provides great opportunities for future workspaces. It will make collaboration between colleques or with clients more effecient and effective.
Research in this field includes workspace awarness research. Workspace awareness research aims to create awareness of others' activities when multiple persons are working together on the same task. Shared workspaces provide functionality for synchronous interaction. Research on asynchronous interaction explores the possibilities to use the same factors that validate synchronous interaction, for asynchronous interaction with the aim to improve the mutual understanding in online personal relationship management.

In the future workspace the way work is done will be different. Other skills are required from both employees and managers. Examples of these changes are:
* Changing work organisations that demand new skills
* Increasing proportion of the workforce in service sector
* Increasing knowledge intensity in products
* Role of enterprises as training providers

Creating knowledge in organisations is a dynamic process that is required for organisations to stay competitive. But also from an employee perspective, lifelong learning is becoming a prerequisite to stay attractive in the labour market. These developments should help to overcome social barriers instead of creating them.

A demographical development in Europe is that the proportion of older people is increasing. Young and skilled people are becoming a scarce source. To challenge this trend people should become more employable and entrepreneurial by encouraging them to continue learning. They should also be guided in continuous training and education during a longer and more active life-span.

Also developments in the migration flows should be taken into account. Nowadays they're more varied, and thus education and training systems has to cope with a diversified and mulitlingiual public.

New education and training systems will have to adapt to these changes. The Ministers of Education (on an European level) have set strategic objectives for the coming 10 years, to overcome these challenges.
1 Increasing the quality and effectiveness of education and training systems in the European Union
2 Facilitating the access of all the education and training systems
3 Opening up education and training systems to the wider world

To achieve these objectives the EU has set different actions.

Objective 1
* Improving education and training for teachers and trainers
* Developing skills for the knowledge society
* Ensuring access to ICTs for everyone
* Increasing the recruitment to scientific and technical studies
* Making the best use of resources

Objective 2
* Open learning environment
* Making learning more attractive
* Supporting active citizenship, equal opportunities and social cohesion

Objective 3
* Strengthening the links with working life and research, and society at large
* Developing the spirit of enterprise
* Improving foreign language learning
* Increasing mobility and exchanges
* Strengthening European co-operation

Nowadays, a business environment consist more and more of people with different faiths, and who also want to practice their religion at work. Business and legislation is adapting to this situation because they see it as a source of strength for a company when they recognize the importance of religion for their employees. However, it can also be the other way around when employees' faith differ.

A 2001 survey by the Society for Human Resource Management and the Tanenbaum Center shows how religion impacts the workplace.
* A majority (89 percent) of respondents reported no change in the number of incidents of religious bias in their experience. Seven percent said the number of incidents declined.
* 95 percent of respondents said there hasn't been a religious discrimination claim filed against their organization in the past five years.
* Eighty-seven percent of HR professionals surveyed believe managers do not stereotype employees based on faith. And 79 percent believe employees do not stereotype each other.
* Ninety-five percent of the sample allow special decoration of office space for holidays. Also popular are allowing religious materials in work areas (75 percent); decorations that cover the interests of a all employees (68 percent); and flexible scheduling to give time off for religious practices (67 percent).
* Seventy-seven percent of respondents' organizations include religion in their standard harassment policy.
* One-third of respondents indicated that their companies have seen heightened cooperation and communication among employees due to acceptance of religious diversity.

Bad developments
* More than one-third (36 percent) of respondents said that there are more religions represented in their workforce than five years ago.
* Twenty percent of respondents had an increase in religious accommodation requests over the past five years.
* Less than one-third of respondents' organizations have a written policy on religious diversity. Of those with an official policy, only 4% have one apart from the general diversity statement.
* Christian holidays are the only official ones in 99% of workplaces. And only 25% of respondents' organizations permit holiday swapping, such as working on Ash Wednesday in exchange for taking time off on Yom Kippur.
* According to HR, taking religious needs into account when providing food for employees is the third most asked for accommodation (28 percent). Yet, it is seventh on the list of accommodations offered (50 percent). Also, having a written policy on religious holiday leave is in the top four requested accommodations (20 percent) while it ranks 11th among those offered by employers (22 percent). Hence, the survey points to a possible disconnect between employers and employees.
* While HR professionals do not report an increase in religious discrimination claims over the past five years, the Equal Employment Opportunity Commission (EEOC) saw a 24 percent increase in religion-based charges for the same five-year period (EEOC data may be found at www.eeoc.gov/stats/religion.html).
* The SHRM/Tanenbaum survey asked if workers complained of special treatment when the company offered religious accommodations. Compared to five years ago, 13% fewer HR professionals were free of favoritism complaints due to religious accommodations.
* Nearly 20% of respondents report employees proselytizing coworkers about religion. And compared to five years ago, there was a slight increase in conflict among employees due to religion.
* Only 16% of respondents' organizations offer training on religious accommodations. Only one-third include religion as a component of diversity training.
SvdBelthttps://www.scenariothinking.org/index.php?title=Future_of_Workspace&diff=10529Future of Workspace2006-03-26T11:42:32Z
SvdBelt: /* Social */

Description
Nowadays a lot of developments are creating possibilities for new forms of collabrative working in organisations. This will result in a new workplace, in which an employee will be more flexible and mobile. Technology already allows us to work mobile and organisations are also moving to a more decentralized and networked environment. However, if organizations change, the people have to change with them and to change a workers' behaviour will be a challenging task. Achieving effectiveness and efficiency in a mobile working environment requires good leadership, information sharing capabilities, communication, and taking responsibility
In the future it might be that virtual companies arise in which people work who are not physically working in a building, but virtually communicating from any place they are at that moment.

Enablers
*Decreasing costs for communication
*Mobile Technologies
*Organisational structure
*Mobility
*Human need for flexibility and freedom in their jobs

Inhibitors
*Security problems
*Less human contact
*Control and management procedures
*Corporate culture
*Legal matters concerning working times, health and stress
Hey,
Check this out: http://www.brightcove.com/
Found this somewhere when I was browsing:
The fact that the growth of broadband has enabled companies like BrightCove to tap into the power of the Internet and transform media – they have an open Internet TV service that empowers video producers and programmers to build broadband businesses while giving viewers more choices and control over their use of video and television. casey
Description:
HSL is a abbreviation for High Speed Lane. This is a high speed rail network which will connect the Dutch railnetwork to the European high speed railnetwork. The network connects Amsterdam, Schiphol, Rotterdam, The Hague, Antwerp, Brussels and Paris. Trains with a maximum speed of 300 km/h will bring passengers from Amsterdam to Paris in 3 hours. With a connection to the European trainnetwork in place, this will also reduce travel time to other European cities.

The HSL aims to enable economical opportunities for the Netherlands and the 'Randstad' in particular. The Netherlands aims to improve their international competitive position. With the HSL in place, (international) companies will be attracted to settle new businesses in the Randstad.

Enablers:
* European integration

* Increasing Mobility

* Traffic Congestion

* High speed trains reduce travel time significantly

* Attractive settling place for companies

* Economic growth opportunities

* Labour market opportunities
* Political support

Inhibitors:
* Destroying of the natural environment
* High costs leads to diverse public opinion (the project is initiated by the government, so the tax payer pays)

Paradigms:
Experts:
Timing:
The expected date for the delivery of the railnetwork is by the end of 2006. The introduction is expected to take place in April 2007.
